Loan Rule of Books and CD ROMS

Loans  
All eligible users must check out circulating items in person and are required to present valid university ID card. 
Individuals are not allowed to borrow the card of another person or lend the card to another person to check out library materials.
Card owners should report lost or stolen cards immediately to the Library and will be held responsible for unauthorized use before the library card is reported lost.

Renewals

 
A book/CD ROM checked out by a user from the circulating collection may be renewed 1 time unless another user has placed a hold on it. Renewals may be accomplished within 10 days prior to the due date.  
   

Holds

 
A Library user may place a hold on a circulating item which is currently checked out by another user.  The maximum number of holds allowed is five per user.
   

Recalls

 

 
The Library may request the recall of any circulation item on the basis of immediate need or other reasons. The item must be returned to the Library by the specific due date. Fines may be imposed for items that are recalled but not returned.  
   

Fines

 
Fines for overdue books are NT$5 per day per item ; Fines for overdue CD ROMS are NT$20 per day per item.
Library users with overdue items or unpaid fines will result in suspension of borrowing privileges until the overdue items are returned and the fines are paid. 

 

It is prohibited to carry unchecked out collections outside the Library,  the penalty for violator is NT$1000.
 
Loss and Damage
The borrower is responsible for the cost/copy of replacement of collections if it is lost or damaged beyond repair.
Borrowers should report lost items immediately to the Library, the overdue fines will be accumulated before the item is reported lost ; Borrowers may return items which have been declared "Lost" to the Library, once the item is returned, overdue fine will be charged instead of replacement fee.
 After the lost item reported, replacement procedure for publication in Taiwan must be accomplished within 30 days, for foreign publication must be accomplished within the 60 days .   
   
  Replacement methods:
 
Replacement copy
The replacement copy must be the same edition or the newest edition.
The replacement copy must be copyrighted material and has to be no damages (e.g. marking, highlighting, water damage, pages torn, etc.)     
The replacement copy of missing parts (e.g. CD, CD ROMS, etc.) of the item must be the same edition, or, the newest edition in set.  

 

Replacement cost
Replacement cost for the out of print book is 3 times published price, for the in print book is 1.5 times published price.
Replacement cost for individual items in set which can not be subscribed separately is 3 times estimated average price of the entire set.
Replacement cost for books with no published price will be estimated by page number. Publication in Taiwan is estimated at NT$2 per page (out of print: NT$3 per page); foreign publication is estimated at NT$3 per page (out of print: NT$5 per page).
Replacement cost for CD ROMS or individual items in set with no published price is NT$500 per item. 
Replacement cost for publication in Taiwan with no page information is NT$500 per item, for publication in foreign countries is NT$1000 per item.
Replacement cost for the books with "base price" is estimated price according to the specific calculating formula.  
   
Returning Materials
All library checkouts must be returned upon a student's graduation or withdrawal and upon a university employee's resignation. Should overdue fines be assessed, all fees must be paid.
   

This rule and amendments thereof take effect after the approval of the Library Committee.
