「臺大學術期刊資料庫」收錄臺大各學術研究單位出版之中外學術期刊論文篇目與全文,審查過程嚴謹、內容丰富翔實、撰寫格式一致,具相當程度之學術水準,為查詢臺灣一流學府之學術研究發展、輔助教學研究之最佳資料庫。目前資料庫內容採即時更新方式,收錄自民國91年(2003年) 1月起臺大各學術研究單位出版之中外學術期刊、論文篇目、全文檔案,現正逐批回溯建檔中。

國立交通大學經過1年多規劃,完成第一套「開放式課程」,2007.08.07啟用,只要上網站,就能自由下載並使用課程內容。高中生通過課程認證後,將來若讀交大,可以免修該科學分,省下許多時間。 交大理學院E-learning小組指出,這套課程有完整錄影、課程資料與服務社群,完全免費,除了鼓勵自主學習,更重要是擔負起頂尖大學弭平「數位落差」的社會責任。 交大校長吳重雨說,一流大學責任,不僅在學校圍牆內鑽研學術,「必須扛起傳遞人類知識聖火的責任」,讓所有自發性的學習者都能夠平等、自由的接觸寶貴知識。

OOPS是Opensource Opencourseware Prototype System,我們的中文名稱叫做開放式課程計畫。簡單地說,這是在奇幻基金會(http://www.fantasy.org.tw)之下執行的一個計畫。我們希望能夠用開放原始碼的理想、精神、社群和技術來挑戰開放知識分享的這個新理念,讓更多的人可以分享到知識。

e-print arXiv目前包含物理學、數學、非線性科學、電腦科學四個學科共計17萬篇預印本文獻。研究者按照一定的格式將論文進行排版後,通過E-mail、FTP等方式、按學科類別上傳至相應的庫中。要說明的是,送入預印本庫中的論文是不經過任何審核的,也沒有任何先決條件決定某一論文能否送入e-print arXiv庫中,實際上這是默認了文責自負的原則。收入該庫中的論文可以受到同行隨時隨地的評論,論文作者也可以對這種評論進行反駁,論文作者在將論文提交e-print arXiv的同時,也可以將論文提交學術期刊正式發表,論文一旦在某種期刊上發表,在e-print arXiv中的該論文記錄中將會加入文獻正式發表期刊的卷期資訊。

This service covers free, full text, quality controlled scientific and scholarly journals in all subjects and languages. DOAJ is a directory of open access research journals. In order to be listed, journals must fit certain criteria, for instance, they must be peer-reviewed, or subject to an equivalent form of quality control. To read more about the selection criteria, click here. DOAJ was launched in May 2003. It is currently developing a searchable index of participating journal papers.

If some of the articles you need are not available for free online, you may obtain them for a fee through a document delivery service, such as Pinpoint Documents. UNESCO launched Global Open Access Portal The Global Open Access Portal (GOAP) [http://www.unesco.org/ci/goap], aiming at presenting a top level view of Open Access to scientific information, was launched at a special side event organized during the36th session of the UNESCO General Conference, on Tuesday 1 November 2011, at Paris Headquarters. The Global Open Access Portal (GOAP) presents a snapshot of the status of Open Access (OA) to scientific information around the world. For countries that have been more successful in implementing Open Access, the portal highlights critical success factors and aspects of the enabling environment. For countries and regions that are still in the early stages of Open Access development, the portal identifies key players, potential barriers and opportunities. The portal has country reports from over 148 countries with weblinks to over 2000 initiatives/projects in Member States. The portal is supported by an existing Community of Practice (CoP) on Open Access on the WSIS Knowledge Communities Platform that has over 1400 members. The GOAP is a knowledge portal that has the following features: Country-wise distilled knowledge on the status of Open Access Key organizations engaged in OA in Member States Thematic focus areas of OA Important publications on OA coming from different regions of the world Critical assessment of major barriers to OA in each country Potential of OA in UNESCO Member States Funding and deposit mandates Links to OA initiatives in the world

OpenAIRE’s three main objectives are to

  1. build support structures for researchers in depositing FP7 research publications through the establishment of the European Helpdesk and the outreach to all European member states through the operation and collaboration of 27 National Open Access Liaison Offices;

  2. establish and operate an electronic infrastructure for handling peer-reviewed articles as well as other important forms of publications (pre-prints or conference publications). This is achieved through  a portal that is the gateway to all user-level services offered by the e-Infrastructure established, including access (search and browse) to scientific publications and other value-added functionality (post authoring tools, monitoring tools through analysis of document and usage statistics);

  3. work with several subject communities to explore the requirements, practices, incentives, workflows, data models, and technologies to deposit, access, and otherwise manipulate research datasets of various forms in combination with research publications.

OALib 是 Open Access Library 的簡稱,即開放存取圖書館,致力於為學術研究者提供全面、及時、優質的免費閱讀科技論文。目前Open Access Library 已經存有258,647 篇免註冊,免費使用下載的英文期刊論文, 這些論文大部分來自國際知名的出版機構,其中包括Hindawi, Plos One, MDPI, Scientific Research Publishing等, 其論文領域涵蓋數學、物理、化學、人文、工程、生物、材料、醫學和人文科學等領域。同時,OALIB也在不斷努力,以增加論文數量,讓更多的免註冊、免費用的OA文章可以加入OALIB。預計到2013年底,OALIB的文章數目將會達到100萬篇,從而使更多的學者從中受益。 目前加入我們的行列的有: 國立台灣師範大學,大同大學,武漢大學,上海理工大學,南方醫科大學,中國勞動關係學院,北京化工阿大學北方學院,煙臺大學,綿陽職業技術學院.常州大學,南京交通職業技術學院,大連醫科大學,皖西學院和南京工業大學等等。同時也有許多國外的大學正在洽商中,所以相信不久通過我們的宣傳,會有更多的學校參加到我們OA的行列。

Yahoo!便於2005年10月3日宣佈與奧多比(Adobe)以及惠普(HP)等多家知名企業與非營利組織共同組成開放內容聯盟(Open Content Alliance, OCA) ,共同致力於建立文字與多媒體的線上資料庫。然而有了Google的前車之鑑,Yahoo!的策略明顯的溫和許多,例如OCA初期僅針對版權已經過期的圖書進行索引與資料庫的建立,更重要的是OCA的經營與運作將交由一家位於舊金山的非營利組織:網路檔案(Internet Archive)進行 。2005年10月25日,微軟(Microsoft)公司也正式宣佈開展MSN書籍搜尋(MSN Book Search)計畫 ,稍後並宣佈正式加入OCA聯盟,並以每頁10美分的金額資助網路檔案進行圖書掃描的工作。

Open access journals publish articles (typically peer-reviewed articles) that are free of charge and, depending on the journal, may be able to be reused under an open license (e.g., a Creative Commons license).
This bibliography presents selected English-language scholarly works that are useful in understanding open access journals. It does not cover works about e-prints or works that include open access journals in a treatment of diverse types of research materials. Most sources have been published from 1999 to the present; however, a few key sources published prior to 1999 are also included. The bibliography primarily includes books and published journal articles. A limited number of magazine articles and technical reports that are deemed to be of exceptional interest are also included. The bibliography includes links to freely available versions of included works.

NIH unveils open access draft
Papers based on NIH-funded research would be freely available 6 months after their publication, according to a draft National Institutes of Health (NIH) policy released Friday (September 3, 2004) in an apparent compromise with journal publishers. Under the proposed policy, journal peer-review committees would vet papers that report results from NIH-sponsored research. Once the journal has edited and published the articles, editors would upload them to a searchable Web site and NIH would make them publicly available within 6 months.

About the ROAR We are promoting open access to the research literature pre- and post-peer-review through author self-archiving in institutional eprint archives. Open access to research maximises research access and thereby also research impact, making research more productive and effective.
This registry has two functions: (1) to monitor overall growth in the number of eprint archives and (2) to maintain a list of GNU EPrints sites (the software Southampton University has designed to facilitate self-archiving).

The RIOJA project will investigate the overlay of quality assurance onto papers deposited to and stored in eprints repositories. RIOJA is funded by the JISC (Joint Information Systems Committee, UK), as part of the Repositories and Preservation Programme. It is led by UCL (University College London), working with a partnership of academic researchers, librarians and repository administrators. The partner institutions are: UCL、 University of Cambridge、 Cornell University、 University of Glasgow、 Imperial College London
 RIOJA will create a tool to support automated interactions between journal software and public repositories. The project will also build a pilot "overlay journal", which will demonstrate interactions between the arXiv subject repository and OJS journal software, facilitated by the RIOJA tool. Additionally, RIOJA will explore some of the social and economic aspects of building certification onto repositories. A large-scale survey of researchers from the field of Astrophysics and Cosmology will be carried out, and a feasibility study on the costs and sustainability of an overlay journal in this field will be published.
RIOJA runs from 01 March 2007 to 30 June 2008.

About SciELO - Scientific Electronic Library Online: Operating since 1998, SciELO is known and respected globally for indexing and publishing peer-reviewed Open Access academic ejournals to promote the advancement of research by facilitating the communication of its results. SciELO’s goals have always been to increase the visibility, access and impact of research from emerging and developing countries. I am pleased to let you know that the substantial research study into the quickly evolving landscape of Open Access publishing has been released by ALPSP today (Tuesday 11 October 2005). A free to download pdf of the full report is available on our website ( www.alpsp.org ) together with the Overview section (the first 32 pages of the report) and a press release. The priced printed version of the report (which is 128 pages long) can also be ordered online.
As you will know this new study ‘The Facts About Open Access’ was sponsored by ALPSP with the American Association for the Advancement of Science (AAAS) and HighWire Press, with additional data from the Association of American Medical Colleges. The research was conducted by the independent consultants Kaufman-Wills Group LLC.
It makes fascinating and instructive reading. As Sally says in her introduction: “Discussion of Open Access tends to be strong on rhetoric but short on facts. But now we have, for the first time, a substantial body of data about different forms of Open Access publishing, and a baseline of comparison with traditional subscription publishing.”
