姜義臺網路圖書館圖示 臺大學術資源網 自2007年3月15日起上網供眾試用,
網路資源浩瀚無涯，如何能快速找到免費且具學術性的資料，已成為研究者迫切的需求。圖書館為節省本校師生找尋網路資源的時間，自2006年1月起著手蒐集網路上open access 的免費學術資源，除邀集各學院教師協助推介及篩選優質之網路資源，並與Yahoo!奇摩進行技術合作，以建置「學術資源網( NTU Scholars Gateway簡稱SG)」，截至目前已蒐錄國內外11,000多個免費學術資源網站。 「學術資源網」收錄中外文之人文、社會、醫學、農學、工程、生命科學及綜合性等學科主題；資料類型則含蓋圖書、期刊、論文、會議記錄、備忘錄等，以及國外有名之directory of open access journals所收錄之2,500多種免費電子期刊，讓您能便捷地找到研究所需的國內外優質免費學術電子資源。

是在中國大陸全國文化訊息資源共享工程國家中心指導下，由中國公共圖書館合作建立的公益性服務機構，其宗旨是以數字圖書館館藏資源為基礎，以網際網路的豐富訊息資源和各種訊息搜尋技術為依托，為社會提供免費的網上參考咨詢和文獻遠程傳遞服務。擁有中國目前最大規模的中文數字化資源庫群︰電子圖書90萬種，期刊論文1500多萬篇，博碩士論文23萬篇，會議論文17萬篇，外文期刊論文500萬篇，國家標準和行業標準7萬件，專利說明書86萬件，以及全國公共圖書館建立的規模龐大的地方文獻數據庫和特色資源庫，提供網上咨詢、短信咨詢、電話咨詢和OICQ實時線上咨詢等四種模式的服務。“聯合參考咨詢網”實行資源共享和免費服務政策。只要你在本網路中的任一個圖書館註冊成為正式用戶，將可得到全國公共圖書館為你提供的網上參考咨詢和文獻遠程傳遞服務。

本項服務係國家圖書館繼2009年1月起推出之「每日預告書訊服務」為基礎，初期規劃100個學科主題，延伸搜錄本館5個應用系統包括館藏目錄查詢系統、臺灣博碩士論文知識加值系統、全國新書資訊網、臺灣期刊論文索引系統、數位出版品平臺系統等內容。提供包括圖書（申辦ISBN/CIP、上市中、新到館）、學位論文、期刊篇目、電子書等類型。在前端使用者服務面上，除提供百科主題訂閱、最新百科書目瀏覽、個人收藏、查詢歷史等服務機制外；同時採使用者分群與資訊需求分級化概念，先行規劃研究人士/大專校院學生、團體/圖書館、政府機關、出版界/書業、法人/政府機關(構)、間組織和經常利用館藏資源一般民眾（讀者）；其次，建立各群組使用者之興趣檔，深化個人化加值服務。「主題隨選（SOD）百科書目服務」不僅協助臺灣新書出版資訊之傳播，亦建立與海內外圖書館界、出版業界、學術界、讀者間之互動關係，進一步可作為國家圖書館知識支援服務先導基礎。

該中心是由廣東省立中山圖書館、超星數位圖書館、廣東省公共圖書館等20多個圖書情報單位合作建立的公益性服務機構，其宗旨是以數位圖書館館藏資源爲基礎，以因特網的豐富資訊資源和各種資訊搜尋技術爲依託，爲社會提供網上參考諮詢和文獻遠端傳遞服務。目前擁有數位化圖書50萬種，中文期刊論文1000多萬篇，博士、碩士論文10萬篇，外文期刊論文500萬篇，專利說明書86萬件，提供網上諮詢、電話諮詢和OICQ即時在線諮詢等三種方式的服務，爲廣大讀者提供免費的參考諮詢和文獻遠端傳遞服務。

在數位圖書館時代，資源共享的理念應進一步落實在對讀者的參考諮詢服務，亦即透過圖書館館際合作的力量，提供讀者更快速、更精確的問題詢答管道。因此在國家圖書館提出之「圖書館事業發展三年計畫」下，委託交通大學圖書館執行「全國圖書館線上參考諮詢服務系統建置與服務計畫」，擬借助OCLC與Library of Congress建置QuestionPoint「線上參考諮詢網路合作系統(Collaborative Digital Reference Service, CDRS) 」的相關理論與經驗，並修改為符合台灣圖書館的需求，建置一個屬於台灣圖書館界的CDRS系統。

上海圖書館於2001年5月18日推出的「網上聯合知識導航站」開創了中國大陸合作化數位參考諮詢服務的先河。該專案在初步實現了上海市文獻資源共建共用的基礎之上採用了一種合作化的專家服務模式，由上海圖書館主導，聯合上海交通大學圖書館、復旦大學圖書館、華東師範大學圖書館、同濟大學圖書館、上海社會科學研究院圖書館、中科院上海文獻情報中心的16位長期從事資與參考諮詢服務工作的中青年參考館員為主，形成分散式的虛擬參考專家網路，每位元專家負責若干專題的諮詢問題，讀者在上海圖書館提供的統一介面下根據所提供的專家介紹，自行指定某一位專家，以Web form表單形式進行提問並回答問題。這是在大陸率先推出的旨在向各行各業讀者提供高質量專業參考、知識導航的新型服務。但此項服務目前還只是基於E-mail方式，而非即時互動式服務。

全球數十家公共和私立圖書館目前正在共同開發一個網上諮詢系統。這一系統的建立旨在快速有效地為公眾提供各種資訊查詢服務。  　　
　　該網站名為“綜合數位參考服務”，成員包括耶魯大學圖書館、哈佛大學圖書館、美國國家畫廊和奧大利亞國家圖書館，以及杜克大學神學圖書館和加拿大農業圖書館等專業類圖書館。網站根據每個圖書館的擅長科目、語種和工作時間，將公眾的查詢合理分配。圖書館員將通過電子郵件為詢問者提供回答，還可按需求附上圖像文件和音頻文件。公眾還可以通過該網站獲得一些珍貴手跡的數位圖片。 　　 　　
　　新諮詢系統的主要優勢是能夠利用職業圖書館的專業技術、研究成果、豐富館藏以及專用目錄，迅速全面地為詢問者提供回答。　
　　該網站將在2001年6月正式啟用，目前已進入試驗階段。目前網站以英語作為主要語言，最終將能處理20種語言。現有的其它語種合作夥伴包括德國柏林中央和地方圖書館以及香港科技協會，參與網站組建的圖書館目前大約有60個。

About the International Coalition of Library Consortia:
    The International Coalition of Library Consortia (ICOLC) first met informally as the Consortium of Consortia (COC) in 1997. The Coalition continues to be an informal, self-organized group comprising (as of September 2000) nearly 150 library consortia from around the world. The Coalition serves primarily higher education institutions by facilitating discussion among consortia on issues of common interest. At times during the year, ICOLC may conduct meetings dedicated to keeping participating consortia informed about new electronic information resources, pricing practices of electronic providers and vendors, and other issues of importance to directors and governing boards of consortia. During these sessions, the Coalition meets with members of the information provider community, providing a forum for them to discuss their offerings and to engage in dialog with consortial leaders about issues of mutual concern. The OPAL (Online Personal Academic Librarian) started as an eighteen month research project based at the Open University Library which is exploring the development of a fully automated online 24/7 reference service for distance students. The project began in November 2000 and was a partnership between the OU Library, the OU Knowledge Media Institute, and the libraries of theUniversity of Leicester and the University of London's Birkbeck College.

Reference Extract is envisioned as a web search engine, like Google, Yahoo and MSN. However, unlike other search engines, Reference Extracts will be built for maximum credibility by relying on the expertise and credibility judgments of librarians from around the globe. Users will enter a search term and get results weighted towards sites most often referred to by librarians at institutions such as the Library of Congress, the University of Washington, the State of Maryland, and over 1,400 libraries worldwide.

The Ready for Reference service is a collaborative 24x7 live reference service being piloted by eight academic libraries in the Alliance Library System in Illinois. Funding for this grant was provided by the Illinois State Library, a division of the Illinois Office of Secretary of State, using federal Library Services and Technology Act (LSTA) funding. I served as the evaluation consultant for this project, and wrote this report.

A new membership report from OCLC Research, in partnership with Rutgers, the State University of New Jersey, Seeking Synchronicity distills more than five years of virtual reference (VR) research into a readable summary that features memorable quotes that vividly illustrate very specific and actionable suggestions. Taken from a multi-phase research project that included focus group interviews, surveys, transcript analysis, and phone interviews, with VR librarians, users, and non-users, these findings are meant to help practitioners develop and sustain VR services and systems. The report asserts that the "R" in "VR" needs to emphasize virtual "Relationships" as well as "Reference".

Among the topics addressed are:

  • The exaggerated death of ready reference
  • The importance of query clarification in VR
  • Ways to boost accuracy and build better interpersonal relationships in VR
  • What can be learned from VR transcripts
  • How convenience is the "hook" that draws users into VR services
  • Generational differences in how people perceive reference interactions and determine success
  • The need for more and better marketing
